Why is it so difficult to agree on the name of department in charge of people-related matters?

Human Resources, Human Capital, Talent Management, etc. Why do organizational units responsible for people and their well-being are not simply called People & Well-being, People & Organization, or in some similar manner? It seems as these days everyone is talking about the importance to put their people first on the list of priorities, but they still refer to them as "resources", "capital", or even "talent" (don't get me wrong - people have talents, but they are not talents). I have never liked the idea to be treated as a resource, capital, or talent... How about you? 

There is a discrepancy between what is preached and practiced. No matter what fancy words are used to describe the value of people, when the pressure for increasing the bottom line arises, a lot of organizations cut "human resources" as one of the first measures. New fancy word - it's no longer downsizing, but rightsizing (even though they never increase the number of employees). This is a matter of corporate culture above anything else. Managers need to start walking the talk. This is how they will earn respect for themselves and increase the value of the employer branding.
